THE CONSTITUTION OF FEDERATION OF IJEBU AND REMO STUDENTS’ ASSOCIATION (FIRSA) OBAFEMI AWOLOWO UNIVERSITY CHAPTER, ILE-IFE, OSUN STATE,NIGERIA.

PREAMBLE

We,the members of the ljebu and Remo Students’ Association have unanimously and firmly resolved:-

To provide ourselves a constitution for the purpose of promoting brotherliness, good leadership, equality and social welfare of all members of our association on the principles of goodwill, equality and progress, and for the purpose, of consolidating the unity of our people both in school and outside, home and abroad.

CITATION

This constitution shall be cited as the constitution of the Ijebu and remo Students Association, Obafemi Awolowo University, Ile-Ife Chapter.

 

ARTICLE 1

SECTION1: SUPREMACY OF THE CONSTITUTION

1.This constitution is supreme andits provisions shall be bindingon all themembers of the
association as well as the executive members of the association.

2.The Ijebu and Remo Students’ Association shall not be governed, ruled or led, nor shall any person or group of persons take control of the association, except as provided for in this
constitution.

3. If any other directive or proclamation is inconsistent with the provision of the constitution, this constitution shall prevail, and that directive or proclamation shall, to the extent of its
inconsistency, be null and void.

SECTION 2:  INTERPRETATION OF THE CONSTITUTION
   The power of ultimate interpretation of this constitution shall rest with the president of this association. Such interpretation shall be reversible by 2/3 majority of the executive members or Congress members present at that congress.
Offices of the association which include any member elected or appointed to official capacity is subject to this constitution.
 
SECTION 3: AMENDMENT
   To amend this constitution, at least 2/3 majority of all members must support the motion. A constitution review committee shall be constituted to amend constitution.
 

ARTICLE 2

NAME AND MEMBERSHIP

SECTION 1:  NAME AND MOTTO OF THE ASSOCIATION
   The association shall be called Ijebu and Remo Students’ Association (IRSA) otherwise referred to as; The Association. It shall consist of members from the Ijebu/Remo regions of Ogun state. The motto of the A ssociation shall be: K’ajoSowopo, K’ajo Se.
 
SECTION 2:  PATRON AND STAFF ADVISERS
 
  • The association shall have a grand patron who shall be someone of high personality from the Ijebu/Remo regions of Ogun state who has contribute significantly towards the development of the association’\
 
  • The association shall appoint other patrons in any walk of life nominated by the executive members, approved by at least 2/3 of the congress members and on the Advice of the grand patron.
 
  • The appointment of the patron shall be terminated if he/she dies while holding office or the resignation as the patron of the association or if he/she is removed from office by the resolution of 2/3 majority of the congress members.
 
  • The association shall have at least two staff adviser.
 
  • The association staff adviser shall be a lecturer, indigene of Ijebu/Remo area of Ogun state with vast knowledge of the association.
 
SECTION 3:  MEMBERSHIP
1. Membership shall be open to all students of Ijebu/Remo descent on campus.

2. A student shall be deemed to be ljebu/Remo indigene where his/her father or Mother (or both) belongs to any cities, town, village or local government in the region.

3. All members shall be financial members of IRSA OAU

4. A member shall be responsible to the following obligation:
  a. Pay his/her annual due regularly. The due shall be determined by the executive council of each administration upon election and shall be equitable and also reflect changing circumstances in the economy.

  b. Participate in the activities of the association.

  c. Avoid acts that tarnish the image of the association.
 
  d. Shall abide by the provisions of this constitution.
 

RIGHTS

 A member shall have the right to;
 
a) Be provided with a copy of the constitution of the association upon payment of annual due.

b) Enjoy the facilities of the association.

c) Participate in recognized meetings and functions of the association.

d) Vote and/or be voted for in association’s elections except otherwise stated by the constitution.

e) Enjoy other benefits provided by the association.
 

ARTICLE 3: ADMINISTRATIVE STRUCTURE

The administrative structure of the association shall consist of the congress, the executive council and the standing committees.
 
SECTION 1:  THE CONGRESS
 
a) The congress shall be the supreme law making body of the association.
 
b) The congress’ decision can be reversed by the congress itself with a 2/3 majority.
 
c) The congress shall be made up of members present at a meeting and they shall deliberate, vote and take decisions affecting the association.
 
d) a quorum of at least 1 0 members shall form the congress.
 
e) The congress shall have the power to appoint and direct any committee or any member of the association whether appointed, selected or elected.
 
f) The congress shall be guided by this constitution, but can suspend any part with a 2/3 majority.
 
g) The congress meeting shall be summoned with at least two (2) weeks` notice.
 
h) The president shall have the power to call and preside over a congress. In the absence of the president, the V.P shall preside over the congress.
 
i) Where the president refUses to call a congress, 2/3 majority of other members of the executive shall have the right to summon a congress, with their signature in their notice of meeting. Such other members of the executive shall give at least a week notice to the president.
 
j) If the executives refuse to call a congress, the congress members shall summon a congress with at least 30 signatories and a chairman shall be appointed among them to preside.
 
k) A notice of at least 48 hours should be passed before any meeting.
 
SECTION 2:  THE EXECUTIVE COUNCIL
 
a. The Executive Council shall consist of the following offices of the association.
  • The President
  • The Vice president
  • The General Secretary
  • The Financial Secretary
  • Public Relations Officer
  • The Treasurer
  • Assistant General Secretary
  • Director of Socials
 
b. The offices in section 2a above shall be occupied through elections.
 
SECTION 3: THE STANDING COMMITTEES
   For the smooth running of the association, the following committees shall be set-up by the congress.
  • Publicity Committee
  • Audit Committee
  • Social Committee
  • Academic Committee
  • Electoral Committee
   Any other committee(s) considered desirable by the congress and/or the Executive council. Except for the Electoral committee, all other committees shall be set-up between the first and third meeting of the congress (considering the population of the congress).
 
ii. Except stated otherwise, each committee shall choose its own chairman, secretary, and any other office(s) as deemed fit by the members of the committee.
 
iii. The positions shall be made known to the congress in the next meeting.
 
iv. Every committee shall be ready to give quarterly report on the state of the association and also deem it fit to give required information when demanded by the congress.
 
SECTION4: RESPONSIBILITIES, FUNCTIONS AND POWERS
 
1. The Executive Council
   The Executive council members must exercise powers subject to the provisions of this constitution. The functions of the Executive council shall be:
 
a) To formulate reasonable policies for the association subject to ratification by the congress.
 
b) To direct the affairs of the association and organize a general congress.

c) To take reasonable decision(s) on behalf of the association.
 
d) Without prejudice to the above, any decision(s) in conflict with the congress resolution, the congressional decision shall be the final.
 
e) Any member of the Executive council who fails to execute his/her constitutional duties shall be answerable to the query of the President and the congress.
 
f) In a case an officer is unable to defend his query, such officer shall be responsible for the damages caused to the association.
 
g) If the Executive council agree to eject an officer, such case shall be reported to the congress tor proper measures.

h) The Executives shall relate with the Audit committee, on financial issues when
requested.
 
i) The Executive council shall consult the staff advisers for advice and suggestion.
 
2. PRESIDENT 
 
a) Shall be the Executive head of IRSA and remain the No1 member of Ijebu /Remo Students on campus. Shall execute powers, duties, responsibilities, and privileges as follows.
 
b) Shall be responsible for summoning a congress, preside over executive council meeting and the congress.
 
c) Shall exercise control over and coordinate all activities of the association in order to achieve effectively, the objectives of the association.
 
d) Shall delegate extra duties to any officer when the need arises.
 
e) Shall have power to query an erring member(s) of his/her cabinet and subsequently report to the congress for necessary action.
 
f) Shall be one of the official representatives of the association on any assignment to protect interest of the association.
 
g) Shall be one of the signatories to the association’s acaccount.
 
 
3. VICE PRESIDENT
 
a) Shall assist the president in his/her duties for the progress and development of the association.
 
b) Shall take charge in the absence of the president to summon and preside over Congress.
 
c) Shall automatically take over the post of the president in case of impeachment or suspension.
 
d) Without prejudice to the above subsection, replacement of an impeached president can be thrown open as bye election but subject to the decision of the congress.
 
e) Shall be in charge of all welfare programs.

f) Shall be the head of academic committee.
 
g) Shall carry out all other function that may be assigned to him by the president or the congress.
 
4. GENERAL SECRETARY
 
  • Shall take and keep all correspondence of the association and respond to them when necessary.
  • Shall take charge of all secretarial duties of the aassociation.
  • Shall with the consent of the president summon every executive meeting through the P.R.O.
  • Shall present a holistic quarterly report of the aassociation.
  • Shall take, keep and read out comprehensive record/minute of every meeting or congress or other minutes.
  • Shall carryout all other functions as may be assigned to him by the president or congress.
 
5. FINANCIAL SECRETARY
 
  • Shall be responsible for the collection of annual dues of the members.
  • Shall give all money collected to the treasurer latest 48hours after the collection.
  • Shall give a well-organized and detailed financial report of the association Quarterly.
  • Shall issue receipts for the payment of dues and any other payment.
  • Shall collect receipts of all transactions made on behalf of the association.
  • Shall be one of the signatories of the association’s account.
  • Shall give financial advice to the executive council.
  • Shall seek all reasonable avenues to increase the association’s revenue or financial power of the association subject to the approval of the congress.
  • Shall keep all financial records of the association both the credit and debit in respect to subsection(c) above.
 
6. P.R.O
  • Shall be the image maker and publicize every activities of the association either congress or any other.
  • Shall give back report on the awareness made about the activity(s) to the executive or congress as the case may be.
  • Shall handle all forms media activities.
  • Shall with the approval of the executive council organize rallies and symposia in the interest of the association.
  • Shall be the chairman of publicity committee.
  • Shall maintain orderliness at the congress.
  • Shall carryout any other function as may be assigned to him by the president of the congress.
 
7. TREASURER
 
  • Shall be in charge of the association’s money and properties.
  • Shall deposit all association money given to him/her within 48 hours on week days or 72hrs during weekends and keep the cheque book of IRSA.
  • Shall make available every cheque book, withdrawal slips and every other relevant documents for auditing when required.
  • Shall be a signatory to all IRSA accounts.
  • Shall discharge every other duty as may be assigned to him/her by the president, congress  and other provision of this constitution.
 
8. ASSISTANT GENERAL SECRETARY (AGS)
 
a) Shall assist the General Secretary in carrying out all his/her duties.
b) Shall act on behalf of General Secretary in his absence.
c) Shall discharge every duty as may be assigned to him/her by the president congress or other provision of this constitution.
 
9.  DIRECTOR OF SOCIALS

a) Shall be the head of social committee.
b) Shall organize and execute all IRSA social programs.
c) Shall in collaboration with the PRO inform all members of IRSA social programs.
d) Shall pretext every report of social activities to the congress.
e) Shall discharge every duty as may be assigned to him/her by the president, congress or other provision of this constitution.
 
 

SECTION 5: COMMITTEES

 Publicity committee
 
  • Shall consist of members across various halls of residence and the PRO shall be the chairman.
  • Shall be saddled with the responsibility of giving enough publicity and awareness of any association’s activities.
  • Shall handle online platform of the association.
  • Shall report and relate to the congress any information found important to the course of the association.
 
  Audit committee
 
  • Shall be constituted at the beginning of the tenure of any executive council.
  • Shall have power to audit association’s account and any other monetary aspect of the association
  • Shall consist of 5 regular participating members of the association.
  • Shall take quarterly audit of association’s account.
  • Shall have to power summon any officer having been gIven 48 hours notice.
  • Such officer(s) shall answer all questions asked and provide any document(s) as required
  • Shall make recommendations and present to the congress the report of their activities. 
  
   Social Committee
 
a. It shall be headed by the director of socials.
b. It shall suggest and conduct such social programs as may be deemed necessary for the progress of the association. It shall liaise with the vice president in conducting all welfare programs.
 
    Academic Committee
a. The vice president shall be the head of this committee.
b. Shall organize tutorials for members of the association
 
    Electoral committee 
 
a. There shall be the formation of Electoral committee within the last 4weeks to the end of rain semester.

b. It shalt consist of 5 members.

c. It shall conduct free, fair and credible election for interested members.

d. Shall set modalities for the election without contradiction to any section of the constitution.

e. Shall neither be influenced nor controlled by the Executive council.

f. Shall have the right to disqualify any candidates.

g. Without prejudice to the above, reversal of the disqualification shall be done with 2/3 majority of the congress attendance.

h. Shall work within the limit of the budget approved by the Executive council.

i. Members of this committee shall have no right to vote or be voted for.

j. They shall not be members of the Executive council.

k. Shall not canvas for vote for any candidate.

l. Shall be answerable to the congress upon discharge of its duties

m. Shall stand dissolved immediately after swearing-in of the new Excos.

n. In any case of by- election, the remaining member(s) of the committee. Who are yet to graduate thereby form an ad-hoc for the by-election. Immediately after the successful conduct of by- election, they therefore Stand dissolved.
 
Ad-hoc committee(s)
 
This committee shall be formed immediately any need calls for it.

       SECTION 6

 
1.  REMOVAL OF OFFICER.
   Any officer is therefore removed immediately a 2/3 majority of the congressmen pass a vote of no confidence. The congress where the above decision is made must be well announced and duly called. The congress decision shall be a last resort in any case of removal if case has not been treated well by the Executive council.
 
2.   RESIGNATION
   In any case of resignation, officer shall relate to the congress through the General Secretary or President. Officer’s resignation takes effect after presenting a comprehensive report of official activities up to date and duly approved by the congress. Any out-going officer of an executive cabinet to run for any other post must resign at least one week before the election.
 
   Having listed the conditions (a) and (c) for resignation above, if any officer still contravenes any, his resignation then seizes to take effect and shall be referred to the congress for proper action.
 

      ARTICLE4: CONGRESS ACT

 
   SECTION 1:  DELIBERATION OF MOTIONS

   Any submission to be legislated must be moved as motion. A mover of motion shall be allowed to explain the rationale behind the course of his motion. If no counter motion, the motion therefore passes. If counter motion, then the counting is done. 
   Procedure for a motion is;
 
  • Withdraw a motion (by the mover).
  • Adjourn sitting.
  • Introduce any other business deemed to be important.
  • Reverse a decision of the congress (but supported by the congress member).
  • The president and General Secretary shall stand facing the congress member.
  • The General Secretary shall read the minutes of the last meeting before the commencement of a meeting.
  • The General Secretary must take cognizance of every vital point during the course of deliberations.
  • Any member to address the congress shall stand on his feet.
  • President/moderator shall recognize any member before being allowed to speak.
  • Once congress starts, loitering, side talking and calling or any other disturbing act is prohibited
  • Any member who flouts this ruling may be excused away by the president.
  • Debate within the congress must be limited to subject of discussion.
  • Point of order when raised must be heard at all time.
 

        ARTICLE 5:     ELECTIONS

    SECTION 1: CONDUCT OF ELECTIONS
    The election goes in accordance with the following:
 
a. Every member has a right to vote and be voted for except stated otherwise by the constitution.
b. Candidate to contest must be a financial member and a regular participant in association’s activities.
c. Election into the offices shall be by secret ballot system.
d. Without prejudice to any part of this constitution, the electoral committee guideline is binding on all contestant unless reversed by 2/3 majority of the congress.
e. Elections shall be conducted by the electoral committee.
Any member vying for a post must be a financial/active member for at least one session.
 
      SECTION 2:  PROCEDURE OF THE ELECTION
 
  • Voting shall be done by secret ballot.
  • Vote counting begins immediately after the end of voting.
  • Simple majority of the votes shall be used to declare winner of the election.
  • Result of the election shall be announced not later than 24hours after the election.
  • Election must be conducted not later than 3 weeks to the end of 2nd semester.
  • In case of a tie, a re-run should be conducted within one week after the initial election.
  • In case of any cancellation of the election, a re-run must be conducted within one week after the cancellation.
  • In any case of vacancy of any office after election, bye-election should be conducted for the office.
  • Any candidate or candidate’s agent found guilty of electoral malpractice shall cease to be eligible for the election.
  • The electoral committee stands dissolved immediately after the emergence of the officers without any petition on ground.
      
      SECTION 3:  ELECTION PETITION
  • Election petition shall be submitted in written form to the electoral committee not later than 24 hours after the announcement of the result. 
  • The electoral committee shall meet and give recommendation to that effect within 48hours after the receipt of the petition.
  • All members of the Executive council and committee shall not hold office for more than one academic session.
      
      SECTION 4:  RESIGNATION & IMPEACHMENT
 
  • A member of the executive cease to be in position of his/her office if:
  • He/she has submitted a letter of resignation
  • He/she has 2/3 votes of no confidence from the congressmen
  • On approval of 21/3 majority of the congressmen
 

      

     ARTICLE 6:     FINANCES OF THE ASSOCIATIO

       SECTION 1:     SOURCES OF REVENUE

  • There shall be a collection of dues from all members sessionally.
  • The dues payable shall be collectively approved by the congress.
  • In addition to due, the association shall with congress approval raise money through levies or donations.
  • The association can raise money through profitable activities organized.
  • The association can seek for assistance anywhere it deems fit provided it does not tarnish the image of the association.
  • All transaction on behalf of the association shall be done through association account.
 
       SECTION 2:  FINANCIAL RESPONSIBILITY
      
      The president, the financial secretary, the treasurer shall be responsible for authorizing, recording and accounting for all transactions and all disbursement made by or on behalf of the association.
 

     ARTICLE 7: SWEARING IN/HANDING OVER

  • New officers shall be sworn in not later than one week after election.
  • At least a staff adviser to the association shall swear-in the new officers but if not possible, the electoral committee chairman shall take control.
  • No officer assumes office without taking an oath of office.
  • The new executives shall have a fresh session to begin their administration.
  • There shall be a handing over from the outgoing executives to the new executives in a brief meeting after the swearing in.
 
NOTE- The outgoing executives shall organize a leadership training session for the new executive in the swearing in program. However, other members can also participate.
 

      ARTICLE 8: ACCOUNTS OF THE ASSOCIATION

  • The association shall not have more than one account at any time.
  • The signatories to the account shall be:    
                  THE PRESIDENT
                  THE TREASURER
                  THE FINANCIAL SECRETARY
  • Withdrawal can be done by the president and any of the remaining two.

     

  •  All money pertaining to the association shall be deposited to the account without lasting 72hours at hand.
  • The expenditure of the association shall be limited to. The budget approved but if otherwise, there must be a consent of the congress.
  • A quarterly report of the status of account shall be made known to the congress.
  • In any case of change of signatories, congress must be fully aware.

  

       ARTICLE 9: CODE OF CONDUCT

 
      SECTION 1: CONDUCT AT THE CONGRESS
  • Member must be law abiding, honest and trustworthy.
  • Attend congress punctually.
  • Member must not put up any form of interruption during the proceedings at congress.
  • Members of the association regardless of their language, religion, class or political affiliation must relate with one another with respect, honor and promote the interest of the association.
  • All members must avoid any form of abusive or derogatory statement at the congress
  • Observation shall be raised diligently by raising hands.
 
       SECTION 2: POINT OF ORDER
  • Any member including the president deviating from the guide of the constitution with statement or action shall be called to order by any member.
  • A point of order must be heard at all time and immediately recognized when raised.
  • It is out of order to debate on an issue already concluded by the congress unless with the support of the majority of the congress.
 
 
        SECTION 3: REPORTS AND MINUTES
  • Minutes of the proceedings at the congress must be written by the General Secretary.
  • Minutes must be read before the start of any meeting.
  • Errors and clarification must be made if any before the adoption
  • Resolutions made in the meeting must be publicized via online platforms.
 
         SECTION 4: CONFLICT OF INTEREST
 
        This section admonishes members/officers not to affect the interest of the association with their own interest or affect his/her duties with his/her own interest. 
        Therefore:
a. The interest of IRSA supersedes any other interest at all.
b. The congress is the superior decision making body.
c. Any member must not use the official position for a personal gain.
d. No member should allow his affairs affect the association except for health or any other tangible reason which should be duly announced earlier.
 
          SECTION 5: MOTION AND ADJOURNMENT
  • There shall be a motion for adjournment before the closure of the meeting.
  • There shall be a motion to effect any suspension, removallor mandate of any member.
  • A motion for the adoption of the last minutes read must be moved.
  • A motion for the adoption of the agenda of the day must also be moved.
  • A motion for the adoption of resolution made.
 

        ARTICLE 10

          SECTION 1:  CERTIFICATION
  • It shall be called certificate of Merit award.
  • Officers who per formed to the satisfaction of the congress members shall be awarded certificate subject to the congress decision.
  • The official member’s position in the association shall be included in the certificate
  • Members of committee having delivered satisfactorily on their task shall be certified.
  • Any member of IRSA who portrays exemplary conduct of selfess service can be certified by a 2/3 majority of the congress.
  • Any distinguished indigene of ljebu and Remo who has contributed immensely to the growth of the association can be honored with an award subject to the approval of the congress.
 
 
           OATH OF OFFICE
 
       The oath of Office for the Association ‘s officer(s) shall hereby be:
 
I……………………………………….…………………………………..……………………………. solemnly accept the office of  .……………………………………….……………………………………….and swear that I will be faithful and bear true allegiance to the Ijebu and Remo Students’ Association, Obafemi Awolowo University chapter that as the ……………………………………………… of Ijebu and Remo Students’ Association ISA OAU chapter, I shall discharge my duties to the best of my ability, faithfully and in accordance with the provisions of this constitution.
That I shall strive to preserve the aims and objectives of the Association in the best interest of the integrity, solidarity well-being and prosperity of the association
That I shall always abide by any decision(s) of the Ijebu and Remo Students` Association OAU chapter without going against them once decided and not allow my personal interest to influence my official duties and functions.
That if found guilty of any mismanagement of funds or any immoral or anti-social practices that could drag the name of ISA into mud, I stand to be punished duly.
I affirm that I shall subject myself to the provisions of the constitution and the decision(s) made by the association.
